6.14 Ship and Boat Fueling

Categories 81, 82, and 83

6.14.1 Introduction

Categories 81, 82, and 83 covers organic emissions (TOG and ROG) from Ship and Boat Fueling. Emissions are from the following three categories: Recreational Boat Fueling (Category 81), Ships and Tugboats Fueling (Category 82), and Fishing Boats Fueling (Category 83). These emissions occur during the gasoline fueling of ships, tugboats, ferry boats, fishing boats, and recreational boats. Emissions include those from spillage and from the working and breathing losses of storage tanks.

6.14.2 Methodology

These categories account for the evaporative emissions resulting from the refueling of recreational boats and fishing boats, as noted above. The US EPA designated the San Francisco Bay Area a marginal non-attainment area for the 8-hour national ambient air quality standard and in doing so discontinued the used of gasoline in certain off-road equipment205. For this reason, the Ships and Tugboats gasoline fueling (Category 82) emissions are no longer estimated in the CARB’s 2016 CEPAMv1.05 206. However, the historical emissions data for Ships and Tugboats gasoline refueling were retained in this emissions inventory for consistency.

(a) Activity Data / Throughput

For the recreational boats (Category 81), the fuel usage amount was estimated based on the “Inventory of Emissions from Boating Sources in California” report 207 and the number of boats per DMV registration.

The Fishing Boats Fueling (Category 83) annual throughput was derived from Base Year 2011 throughput fuel usage data.

(b) County Distribution / Fractions

County emissions distributed across the nine counties are based on the number of boat registrations in each county.

(c) Emission Factors

The TOG emission factor for Fishing Boats Fueling was based on CARB’s Staff report, Section 8.3, “Recreational and Commercial Boats”, March 1990.

The TOG emission factor for Recreational Boat Fueling was derived from CARB’s Staff report208 .

(d) Control Factors

Emissions were reduced due to the effect of District’s Regulation 8 Rule 7: Gasoline Dispensing Facilities 209, Phase II requirements and District adopted pressure-vacuum valve requirements for GDFs.

(e) Speciation

The total organic gas emissions from these three Ship and Boat Fueling categories are considered as all reactive organic gas(ROG). The ROG:TOG ratio is equal to 1.

6.14.3 Changes in Methodology

No major changes in methodology were made in the current base year emissions inventory.

6.14.4 Emissions

A summary of emissions by category, county, and year are available via the associated data dashboard for this inventory publication.

6.14.6 Uncertainties

The gasoline consumption estimates for Solano and Sonoma counties could contribute to an increased uncertainty of the Ship and Boat Fueling for the base year emission inventory.
